Seven years following New Jersey’s major system change from a contract-based to fee-for-service system, enough time has elapsed for the quality of the NJCAT to be measured for its validity, reliability, and absence of bias.
New Jersey’s assessment tool is no longer just tied to service needs but to resource planning. ABCD believes that certain improvements should be considered since the NJCAT is central to the life of the individual in the community.
